Spam Stinks

In my inbox I noticed an email that looked like it was submitted via my "Contact Me" form on the website. When I get these, I get kinda excited because it means that somebody wants to speak with me regarding something I've written here. However, there are always exceptions to the rule, and today that was the case.

I got the following email, which initially got me excited but as I read on I saw that it was nothing more than form spam.

We would like to get your website on first page of Google. 
All of our processes use the most ethical "white hat" Search Engine Optimization techniques that will not get your website banned or penalized.
Please reply and I would be happy to send you a proposal.
In order for us to respond to your request for information, please include your company’s website address (mandatory) and or phone number.

 

So my question is why do I need to submit you my website url, if you've already found me via my form? Also, I'm already on the first page of Google, is there another first page that I'm not aware of? Please explain to me, what exactly is "white hat"? I know black hat usually means illegal, however black hat usually works. Does that mean white hat is legal but rarely works?
